LCA Wage Determinations for Real-Time Streaming Systems Specialists

Labor condition applications require an occupational classification and a wage level before the role is filled, which forces an early judgment about what a streaming specialist actually is. The mismatch is real: the work blends software engineering, systems architecture, and operations, and the classification chosen determines the prevailing wage the employer must meet.

Classify by primary duties, not by team name

Start from where the majority of time is spent. An engineer who spends most of their time designing topic topologies, delivery semantics, and service decomposition is performing architecture work. One who spends most of their time building consumers and producers within an existing architecture is performing development work. One who spends most of their time on cluster capacity, upgrades, and incident response is performing systems administration or reliability work.

Document this allocation in percentages at the time of filing. A written duty breakdown created before the role is filled is far more credible than a reconstruction offered later.

Set the wage level against the actual requirement set

Wage level reflects experience, supervision, judgment, and independence. A streaming role that includes autonomous production authority, capacity decisions affecting multiple teams, and design ownership across clusters is not an entry-level role, and filing it as one invites both compliance exposure and retention problems.

Where the role genuinely is a first professional position with close supervision — a common and legitimate structure — the supporting documentation should describe the supervision so the lower level is consistent with the rest of the filing.

Keep the public access file coherent

The wage rationale, duty breakdown, and posting records should all describe the same role. Inconsistency between an internal job ladder and the filed classification is the most common source of trouble during an audit, and it is entirely avoidable with a single source document that every artifact is drafted from.

Multi-site and remote arrangements add worksite considerations, since the applicable prevailing wage follows the place of employment. Employers with distributed streaming teams should confirm coverage for every location where the engineer will actually work.
